The estimate is that 142 million Brazilians are potential clients of the Defensoria Pública da União-DPU (Federal Public Defender’s office). Regarding the number of citizens attended every year – 638,000 in 2013 – people do not know the service well enough yet. Article 4, III of Law n. 80/1994 (National Organic Law of the Federal Public Defender’s office), includes among DPU’s responsibilities the one to “promote the dissemination and awareness of human rights, citizenship and legal order”. This article’s hypothesis is that a
communication policy by DPU would be able to fulfill its goal with the understanding and the establishment of real public communication, which demands a political option towards citizenship and public interest. The general purpose of this study is to discuss the need of planning DPU’s communication activities.
