The article aims to analyze Law No. 13.964, of December 24, 2019, with an emphasis on the legal budgetary risks of the creation of the security judge. The problem lies in the fact that some changes reduce the new anti-crime package, which entails costs, and a previous study must be carried out regarding the economic and budgetary impact resulting from the change. A survey was guided by the following questions from the north: does the new anti-crime package require the need for prior study regarding the economic and budgetary impact of the creation of the security judge? What are the constitutional and legal limits for creating new charges? To answer these questions, use the hypothetical deductive method, with bibliographic and documentary research, using a qualitative approach.
