Governmental public policies need dynamicity with regard to services provided to traditional communities. The Gypsies, in the specific case, of the communities of the southern region of the State of Rio de Janeiro, are undergoing rapid changes in their traditional way of life, and therefore must accompany them and above all provide social and legal adjustments in the state structures that are made necessary for the effectiveness of its constitutional functions in the defense of the fundamental rights to equality and dignity. The Defensoria Pública da União needs to be able to provide legal assistance services to this important community, which is Generally rich in cultural terms and financially resource-poor.
