The Public value in the promotion of human rights: analysis of the public value reports of the Federal Public Defender's Office

This article focuses on the analysis of the public value reports of the Federal Public Defender's Office (DPU), with the aim of understanding the evaluation of the public value promoted by the institution in its constitutional function of promoting human rights. Situated within the context of new public governance approaches that prioritize democratic values alongside traditional efficiency and effectiveness, the study identifies how the public value approach is implemented in the Public Defender’s Office. Through a documentary and qualitative analysis of the DPU's public value reports from 2020 to 2022, the research finds advances in transparency and structuring of actions, while highlighting the lack of consistent methodologies for measuring the social impact of its activities. The institutional performance assessment reveals progressive steps toward making the reports more effective in accounting to society. Ultimately, the article contributes to the debate on the importance of robust methodologies for evaluating the promotion of human rights, suggesting that evaluative practices can strengthen institutional performance and the creation of public value. The research can also assist in the development of State Public Defender Offices and civil society organizations, thereby enhancing the legal aid services provided to the population.
