Abstract

The Public Defender's Office is the main institution responsible for providing access to justice through free legal aid to millions of Brazilians. Considering this mission, the research in question sought to evaluate, through indicators, to what extent has the 27 units of the federation, with its inherent socio-cultural characteristics, been able to provide free legal aid to the most needy populations through their Public Defender Offices? Among the main conclusions, it is worth noting that in general, despite the increase in the number of effective public defenders per state, this increase did not follow the increase in the target population (population with income up to three minimum wages). In addition, it has been shown that in states in which the HDI is higher, the litigiousness rate is higher, with the opposite occurring in states where the HDI is lower, inferring that this behavior by state is a reflection of the factors of "education" and "income."
